Through the disposition of the president of Bihor County Council, all institutions within Bihor County Council will undergo an assessment as to suspending employment contracts where the day-to-day activity has had to suffer due to the state of emergency instilled in Romania.
As part of the work sessions of Bihor County Council Work Group for coordinating institutions and preventing situations determined by COVID-19 infections, the possibility of suspending currently active employment contracts in cases where the activity of the institution has been temporarily reduced was discussed. Starting with the month of APRIL, the leaders of said public institutions will apply the norms of Art. XI, XII and XIII of Government Emergency Ordinance (GOU) 30/2020 which elaborates on social protection norms and measures to be taken in the context of the epidemiological situation. The order signed on Wednesday, April 8th by president Pasztor Sandor is aimed at limiting the negative impact on the budget of Bihor County.
The activity will be temporarily reduced in said institutions for a number of 519 employees, which represents a proportion of 55% of the total workforce. The contracted personnel will benefit from the relevant technical unemployment payout at the level of 75% of gross salary. Another 3% of employees will benefit from the norms of Law 19/2020 which is aimed at offering paid leave for employees which need to watch and care for children as a result of school closures. The current situation in regards to employees shows that approximately 1% benefit from maternity leave. In institutions coordinated by Bihor County Council the functionality will be ensured by approximately 40% of present personnel, part of which will benefit from vacation time.
